When natural disasters strike, it is often ‘sub-national’ organizations that are the first to co-ordinate a local response. Such bodies include NGOs, civil society groups and local government authorities.
ADPC is bringing its unique capacity-building skills to help such organizations better prepare for future catastrophes, with a multi-stakeholder approach to disaster preparedness in the Philippines, Vietnam and Indonesia.
Across Southeast Asia, disaster risk management systems have generally improved in recent years.
Nonetheless, much of the responsibility for embedding disaster response and climate-change mitigation falls to middle tier organizations that are often short of institutional capacity. As a result, they can struggle to translate best practice and national policies into effective local action.
Leveraging its regional profile and substantial learning resources, ADPC’s program will initially focus on technical training for these types of organization – delivering ‘train-the-trainer’ workshops, e-learning modules and subject-specific scholarships to broaden and deepen practitioner knowledge in the three participating countries.
